County Board Meeting July 14

The Douglas County Board of Commissioners met July 14 to approve resolutions and requests from department heads.

Library 

Douglas County Library Director Dawn Dailey asked to fill three positions in the library. She explained to commissioners that two employees retired and one, a reference librarian, took a position with another library system. Commissioners approved her request.

County Attorney Chad Larson asked the board to adopt a resolution that allows the Douglas County Library Board to accept donations without reporting each donation to the board as a separate item. Minnesota has a statute in place that allows for this. The approved the request.

Sheriff's Office

There is no similar resolution for the sheriff’s office so Sheriff Troy Wolbersen presented individual donations to the board to approve. They included:

  • $150 from Moe-Urness-Lund Mutual Insurance Company for the Douglas County Sheriff’s Honor Guard
  • $1,000 from the Town of LaGrand to be used for the Search and Rescue Dive Team
  • $50 from Bill and Marilyn Ingebrigtsen to be used for the Douglas County Sheriff’s Honor Guard as a memorial to Joe Geris.
  • $100 from Duwayne and Angela Lund
  • $1,615 from Geneva Capital to be used to purchase protective gear for the sheriff’s office.

Sheriff Wolbersen also presented the board with an annual agreement with the state Department of Corrections. The state pays Douglas County to accept offenders meeting the criteria for work release. The county is paid $60 per day for each offender staying at the jail and $21 per day for offenders on the electronic monitoring phase of the work release program.

Veterans Service Office

Douglas County Veterans Service Officer Jake Turner asked the board to approve a resolution to accept an annual contract with the Minnesota Department of Veterans Affairs which provides $10,000 for his office to enhance services to veterans in the county.

The doors to the Veterans Service Office will also be reopened following a request by Commissioner Jerry Rapp. They had been closed for several months under state guidance for the COVID-19 pandemic. Social distancing will continue to be required and the number of veterans in the office at one time will be limited. Chairs will be provided in the outside waiting area.

Assessor

County Assessor Keith Albertsen provides assessing services to all cities and townships in the county except for the city of Alexandria. Periodically these contracted services come up for renewal. Albertsen asked for a motion to approve the assessing contract renewals for the townships of Carlos, Evansville, Hudson, Ida, LaGrand and Orange and the city of Evansville. The request was granted.

Facilities and Maintenance

Facilities Director Rodney Naab reviewed with commissioners the issue of an air compressor at the jail that needed to be replaced. The cost to replace it was estimated at $36,502.

Public Works

Public Works Director Tim Erickson asked the board to approve a bid with Riley Brothers Construction for work on CSAH 7. The bid was for $1,561,992.99  

Work has been completed on County Ditch 9 and commissioners were asked that the final payment be made. The work involved tree and brush removal, ditch cleaning and re-shaping and seeding and mulching.  The total cost of the project was $30,075.00

A petition was presented requesting the board to host a public meeting regarding consistently high water levels on Reno, Maple, Long and Turtle Lakes. The board agree to a public hearing which is now scheduled for Wednesday, August 26 at 6:30 p.m. at the Public Works building.

Land and Resource Management

Land and Resource Management Director Dave Rush presented for approval two excavator/landscaping licenses and three final plats. The plats include

  • Bailey Addition in Lake Mary Township
  • Conkling Addition in Ida Township
  • H & M Storage in Lake Mary Township – 57 individually owned storage buildings.


Social Services 


Laurie Bonds asked the board to approve hiring to fill a vacancy for an eligibility worker. The board approved the request.

Auditor Treasurer


Auditor Treasurer Char Rosenow asked commissioners for permission to pay the bills, to abate a late property tax payment and to approve a revised joint powers agreement with Counties Providing Technology (CPT).

The board approved a liquor license for a new establishment called Hang Loose Minnesota which will operate at Lake Carlos Marina.

Coordinator's Office

County Coordinator Heather Schlangen presented the board with an off-campus work study agreement between the county and Alexandria Technical & Community College. This agreement creates an opportunity for students to gain actual work experience at the county level.

Finally, the board approved a request to fill a deputy recorder position in the Douglas County Recorder’s Office.
